New PBS documentary tells a story about education we don’t ever hear

In the small town of Hartsville, South Carolina, which sits just about two hours from anywhere you’ve ever heard of, Monay Parran and her two young sons – eight-year-old Ja’quez, and eleven-year-old Rashon – begin each day in the darkness of the pre-dawn hours.

Parran, a single parent who works two minimum-wage jobs in two towns that are almost an hour apart, must drop her boys off at the bus stop early enough to make it to her first job on time. By the time she sees her sons again, after her second shift wraps up, it will be almost midnight.

This is the daily cycle for scores of families, who must make ends meet while living below the poverty line. It’s a cycle that results in young people who are often overtired and undernourished. It’s also a widespread reality that is largely invisible to most Americans, and made more complex by the distances rural families must traverse to access foundational resources like a school, a hospital – or even a minimum-wage job.

Beginning March 17, the particular struggles – and successes – of families like Ms. Parran’s will be given close attention via a new PBS documentary film, 180 Days: Hartsville (I am one of its producers), a project that was funded by the Corporation for Public Broadcasting’s American Graduate: Let’s Make it Happen initiative. Viewers will experience a year in the life of one small Southern town, two schools that work primarily with low-income children, and one family’s efforts to break the generational cycle of poverty.

What the film will also make visible, albeit indirectly, is our national preoccupation with the needs of cities, and the extent to which many of our most hotly debated national strategies for school reform – from charter schools to online learning – simply aren’t viable in towns like Hartsville, where transportation costs alone circumscribe the choices many rural families can make, and where many residents still have no Internet access. In places like these, if you want to transform the schools, you are going to have to do it from within the traditional systems and structures – from neighborhood schools to school boards to local politicians angling for re-election — no matter how change-averse those actors and institutions tend to be.

At this moment of intense national interest in public education, you would think that figuring out how to improve the systems we already have would matter a lot more than it does, if for no other reason than because renovating a house is more cost-efficient than razing it and starting from scratch. But the particular challenges and opportunities associated with reform in rural schools matter for another reason – those schools house nearly ten million American students, or slightly more than 20% of the nation’s total enrollment. And yet, as a recent report of the Rural School and Community Trust made clear, “the invisibility of rural education persists in many states. Many rural students are largely invisible to state policy makers because they live in states where education policy is dominated by highly visible urban problems.”

Consequently, it’s my hope that films like 180 Days: Hartsville can elevate the particular circumstances and needs of rural communities, poor families, and public school educators. After all, we can’t begin to reimagine American schools for the modern era if we remain fixed on merely one type of American school. And we can’t identify solutions that will work in the majority of American communities if we continue to disproportionately share the success stories of individual schools of choice.

The questions before us have wide-ranging implications: can a community like Hartsville really change the fortunes of a generation by doubling down on its neighborhood schools? Does the stark reality of the 21st century global economy outweigh the impact of one rural town’s efforts to prepare its children to compete in that economy?

On March 17, I hope you’ll tune in to find out, and help us all widen the lens through which we see American public education.

Has Testing Reached A Tipping Point?

It wasn’t that long ago that suggesting America’s schools had become test-obsessed was a lonely endeavor.  Although organizations like FairTest and campaigns like Time Out From Testinghave been decrying the flawed logic behind high-stakes tests for years, the reality is that for the past decade, many of us kept our complaints reserved for the privacy of the parking lot

People vented. Policymakers nodded. And absent any real noise, the tests continued.

In 2008, however, the election of Barack Obama seemed to augur a new era. All along the campaign trail, the Illinois Senator suggested a clear understanding of the ways a single measure of success can distort an entire system and narrow the learning opportunities for children. Then he made history by becoming the nation’s 44th president – and unveiling a series of education policies that further entrenched America’s reliance on reading and math scores as a proxy for whole-school evaluation.

Again, the people vented. But this time, policymakers have been unable to ignore a groundswell of noise and resistance, leading many to wonder: Has a tipping point been reached? Are we witnessing the early signs of a sea change in how we think about the best ways to measure student learning and growth?

Consider three separate data points as evidence: Maryland, where the superintendent of the state’s largest district of schools has called for a three-year moratorium on standardized tests; Washington, where one school’s decision to boycott its state tests has spread to other schools and communities; and Texas, where a proposed Senate bill would significantly reduce the number of state standardized tests students must pass to graduate.

In all three places – and many more across the country – what’s changed is a growing willingness to publicly acknowledge what FairTest has argued for years: that tests do not align well with the latest research into how people learn; that they prevent adults from measuring higher-level thinking in children; and, most importantly, that there are better ways to evaluate student learning and growth.

The breadth of these mini-rebellions – from the Pacific Northwest to the Lone Star State – suggests that the unwillingness of the Obama administration to plot a new course for the country has awakened a latent frustration among educators, who are desperate to see systems that value more than incremental academic growth. As Montgomery County Superintendent Joshua Starr put it, policymakers need to “stop the insanity” of evaluating teachers via a formula that is based on “bad science.” Starr’s critique was echoed by Seattle teacher Jesse Hagopian. “We’ve been raising our voices about this deeply flawed test for a long time,” he said. But now that the district is using it for evaluations, “we’ve drawn our line in the sand.” And then there’s Texas education commissioner Robert Scott, who has decried the ways student testing had become a “perversion of its original intent,” and promised he would do whatever he could to “reel it back” in the future.

To be sure, the American test obsession still has a firm hold on our collective psyche, and with Common Core assessments around the corner, we’re a long ways off from the Finnish model – in which there are no national tests and all student assessments are devised and administered locally by teachers. But what seems equally clear is that a new sort of idea virus is gaining strength in education circles. And as Malcolm Gladwell explained in The Tipping Point, “Ideas and products and messages and behaviors spread just like viruses do. When we’re trying to make an idea or attitude or product tip, we’re trying to change our audience in some small yet critical respect: we’re trying to infect them, sweep them up in our epidemic, convert them from hostility to acceptance.”

To convert their opponents from hostility to acceptance, educators will need to clarify more than what they’re against; they’ll also need to propose specific and realistic alternatives. Josh Starr is off to a good start: he proposes creating assessments for Common Core-aligned curriculum by crowdsourcing their development and letting teachers design them – rather than the private companies. And the good news is there are other big ideas out there, and other places where effective alternatives to standardized testing already exist.

Perhaps, then, 2013 will finally be the year that educators end a decade of test obsession – and bring the noise.

Are National Standards a Good or a Bad Idea?

Today, a Washington Post story reported that the push for common national standards in reading and math is gaining ground. Twenty-eight states and the District of Columbia have now agreed to adopt the standards as their own.

This is notable progress when one considers how all prior efforts to promote a common set of academic standards in the United States have failed. But as the Post’s Nick Anderson reports, the Obama administration, working in concert with the National Governors Association, has been effective where others have failed by “encouraging the movement and dangling potential financial incentives for states to join.” The administration has also opted not to fund the actual work of the groups that drafted the standards, relying instead on the Bill & Melinda Gates Foundation and other private donors.

As with many other major issues, the question of standards has become a polarizing issue with starkly divided camps. On one side are advocates like Massachusetts state education commissioner Mitch Chester, who believe the proposed standards would provide “clearer signals to K-12 students about their readiness for success at the next level, including readiness for college or careers.” On the other side are folks like the Cato Institute’s Neal McCluskey, who worry that the push for common standards “is opening the door to federal control. It is the most alarming centralization of power in education you can come up with.”

Who’s right?

Well, as is usually the case, I think you can quickly dismiss the folks who inhabit the extreme poles of each camp. Clearly, standards by themselves will achieve nothing but, well, a new set of standards. Just as clearly, a set of common standards need not mean the end of local control and teacher autonomy, or the arrival of full-scale standardization.

Looking around the world is instructive here. Finland, the country with the best education system in the world, has national standards (in all subjects), but it uses them to provide guidance, clarity and quality control, not to enforce a strict set of restrictions that prescribe the actions of local educators. Furthermore, standards are viewed as indicators of wisdom that students will need to be successful in college and the workplace, not shards of knowledge that make it easier to devise uniform tests and mandate standardized modes of instruction. In fact, Finland has no national exams, and student assessments are devised and implemented locally, thanks to the deep investments that country has made in its teachers.

This is a good model for how national standards should be used, says Andreas Schleicher, who heads the OECD’s Education Indicators and Analysis Division in Paris. “The question for the U.S. is not just how many charter schools it establishes,” he said, “but how to build the capacity for all schools to assume charter-like autonomy, as happens in some of the best-performing education systems.” Schleicher also points out how the U.S. relies disproportionately on “external accountability, ” or tests and consequences for poor performance, to improve schools.  By contrast, other countries do more to build their schools’ overall capacities for success, and rely on a variety of measures to gauge their progress.

Viewed in this way, national standards become helpful guideposts that contribute to a greater sense of shared clarity about what children should generally know and be able to do, not hurtful hitching posts that circumscribe local creativity, personalization, and autonomy.

Is this the path the Obama administration and the National Governors Association seek as well? I’m not sure, but I can see why some people feel nervous.  We are, after all, still a culture intent on overvaluing the illusory certainty that basic-skills test scores provide us. We still seek linear progress in the most nonlinear of professions and experiences. And we still operate in a society where powerful forces driven by the bottom line have the capacity to steer policy decisions to their liking. (Just look at the recent financial reform bill, and the last-minute changes made to it that will continue to allow banks to engage in the sorts of activities that led to the global economic crisis in the first place!)

Princeton economist Allan Blinder echoes a similar note of caution. “It is clear that the U.S. and other rich nations will have to transform their educational systems so as to produce workers for the jobs that will actually exist in their societies. Simply providing more education is probably a good thing on balance, especially if a more educated labor force is a more flexible labor force that can cope more readily with non-routine tasks and occupational change. But it is far from a panacea. In the future, how we educate our children may prove to be more important than how much we educate them.”

Done correctly, I believe a new set of national standards (in all subjects) can help us clarify both how and what we teach our children, just as it has in other countries around the world. But if the end result of this movement is little more than a new set of national exams, we will do little more than fall further behind.
